Governmental Defense Practice Group

From its inception, Pullin, Fowler, Flanagan, Brown & Poe, PLLC, PLLC has utilized its experience and expertise in the representation of West Virginia government including the State, counties, municipalities, towns, and cities throughout West Virginia. With offices strategically located in Charleston, Morgantown, and Beckley, the Firm has geographic capabilities to represent every governmental entity throughout West Virginia. Our Firm serves as panel counsel for the vast majority of carriers that insure governmental entities.

When defending governmental entities, the attorneys of Pullin, Fowler, Flanagan, Brown & Poe, PLLC, PLLC, call upon their expertise and knowledge of the West Virginia Governmental Tort Claims and Insurance Reform Act, Federal Civil Rights Acts and other statutory regulations that provide specific immunities and defenses to our governmental clients. Many West Virginia cases that are pivotal in providing immunities and defenses to governmental entities and employees were litigated, in both Federal and State courts, by the attorneys with the Firm.

As an additional component to our representation of governmental entities, we provide free training on a broad range of topics relevant to the unique issues faced by governmental entities. Our Firm has given numerous lectures and seminars in conjunction with and to the West Virginia Municipal League, County Commissioners’ Association, many State agencies and the Association of Counties. Attorneys with the Firm have trained our clients and conducted seminars regarding the latest legal issues in areas such as: workers’ compensation, “open government” statutes, police liability, premises liability, sexual harassment, discrimination, employment law, FOIA procedures, general governmental liability, case development, trial techniques and similar topics. We are eager to work with our clients to develop new programs of training to address specific needs, including satisfaction of mandatory continuing education requirements. It has been our experience that this “proactive training” assists our governmental clients in understanding their potential areas of liabilities and provides the necessary tools to limit their exposure to civil suits.
