Kelly Coly, was born in Bremerhaven, Germany. She is the daughter of an Army veteran and spent many years traveling before settling in Charles Town, WV at the age of 12. She graduated from Jefferson High school in May of 2003 and attended Shepherd University, where she received a Bachelor of Arts in Psychology.

Ms. Coly spent several years in the workforce where she worked with kids with complex disabilities and then served as a traveling team builder, before decided to pursue a career in law. Ms. Coly was accepted at UDC David A. Clarke School of Law in the fall of 2014. While attending law school, Ms. Coly actively volunteered at Court Appointed Special Advocates for Children of the Eastern Panhandle, and completed an internship at Advocates for Justice and Education. Additionally, Ms. Coly recorded over 300 hours as a student-attorney, serving in both the Legislative Clinic and General Practice Clinic. Ms. Coly Graduated in 2018.

Upon graduating Ms. Coly immediately began work for the Department of Health and Human Resources Child Support Enforcement, while studying for the W.Va. bar and subsequently passing. She continued her legal career as a Judicial Law Clerk for the Honorable Judge Bridget Cohee in Berkeley County, WV from 2019-2020. Ms. Coly served as an Assistant Prosecuting Attorney in Berkeley County, WV from 2020-2023. In March of 2023 she began working as an Associate with Pullin, Fowler, Flanagan, Brown and Poe, PLLC.

Ms. Coly currently resides in Jefferson County. In her spare time she enjoys, baking, coffee and attending festivals with her family.
