Mary Beth Chapman graduated summa cum laude and as valedictorian from Concord College in Athens, West Virginia, in 1997, receiving her Bachelor of Arts degree in the dual majors of Political Science and English with a Writing Emphasis. She was also bestowed with the James B. Shrewsberry Award for Graduating English Major, Outstanding English Major Award, and Outstanding Political Science Graduate Award. Ms. Chapman graduated cum laude from Washington & Lee University School of Law in Lexington, Virginia, in 2001, securing her Juris Doctor degree.

Upon completing her formal education, Ms. Chapman began practicing law as an associate attorney with Pullin, Fowler & Flanagan in Beckley, West Virginia. In June 2006, she became a member, or partner, of this firm. The primary focus of Ms. Chapman's practice is insurance defense litigation. As such, she has handled cases involving motor vehicle accidents, slip-and-falls, entitlement to Federal Black Lung benefits, allegations of discrimination and harassment, and claimed violations of constitutional and civil rights. Ms. Chapman has litigation experience in both State and Federal Courts and has engaged in appellate practice before the Supreme Court of Appeals of West Virginia and the United States Court of Appeals for the Fourth Circuit.

Ms. Chapman was born in Beckley, West Virginia, on September 12, 1975, to Jack W. and Anita Frances Chapman. She was raised and continues to reside in the Shady Spring District of Raleigh County. Single and without children, Ms. Chapman enjoys attending church and working with the Youth Sunday School Program; shopping for antiques with her parents; spending time with her three nephews and niece; taking her black cocker spaniel, Kirby, for long walks in the forest; sketching and painting; photographing people and nature; and reading Christian mystery novels.
