Henry Bowen concentrates his practice in the areas of workers' compensation, federal black lung, and administrative law. In addition to counseling employers, Mr. Bowen has appeared in state and federal courts, before administrative agencies such as the West Virginia Insurance Commission, Human Rights Commission, and U.S. Department of Labor. He is a member of the West Virginia and Kentucky State Bars, is admitted in the United States Federal Courts for the Southern and Northern Districts in West Virginia, and has practiced before the United States Court of Appeals for the Fourth, Sixth, and District of Columbia Circuits. Mr. Bowen counsels employers on the application of discrimination and reinstatement provisions of the West Virginia Human Rights Act, Workers' Compensation Act, and other laws affecting injured and disabled workers. Additionally, Mr. Bowen has defended a number of civil litigations claims against employers brought under the "deliberate intent" exception to the West Virginia Workers' Compensation Statute. Mr. Bowen has also assisted employers in a variety of federal occupational safety and health matters. Mr. Bowen has significant experience in defending federal black lung claims before the U.S. Deapartment of Labor and the United States Court of Appeals. Mr. Bowen is Executive Secretary for the West Virginia Self-Insurers Association. He is a member of the West Virginia State Chamber of Commerce's Workers' and Unemployment Compensation Committee, Government Relations Committee, and its Safety Work Group. He is active in the West Virginia Business and Industry Council where he chairs the Workers' Compensation Committee. He is a past Chairman of the West Virginia State Bar's Workers' Compensation Committee and is also a member of the State Bar's Employment Law and Administrative Law Committees. He is a frequent lecturer in workers' compensation. Mr. Bowen is a member of the Defense Trial Counsel of West Virginia and the Defense Research Institute. Mr. Bowen is recognized in "The Best Lawyers in America" as well as "WV Super Lawyers" in the field of workers' compensation law. Mr. Bowen received his law degree from West Virginia University College of Law, where he was a member of the Law Review. He received his undergraduate degree from the University of North Carolina at Chapel Hill.
