Elizabeth Harper Kling (Libby) was born in Alexandria, Virginia on May 8, 1970. She graduated from West Springfield High School in 1988, after spending most of her childhood in Northern Virginia. Libby received her Bachelor of Arts, magna cum laude, in Government and Politics from George Mason University in Fairfax, Virginia. She then studied law at the University of Virginia. After receiving her J.D. in 1997, Libby was employed in a non-attorney capacity on a contract basis for the Department of Justice in Washington, D.C. While in D.C., Libby worked primarily on the damages phase of the Winstar litigation and on the Youth Marketing component of the federal tobacco litigation. Libby and her family moved to West Virginia in 2006. Upon her admission to the West Virginia State Bar, Libby took a position with Legal Aid of West Virginia’s Logan office. Libby’s practice was almost exclusively in domestic violence and family law, although she also delved into landlord/tenant affairs and bankruptcy issues. In March of 2011, Libby joined Pullin, Fowler, Flanagan, Brown & Poe, PLLC, as an Associate in the firm’s Charleston office. Libby is a member of the West Virginia State Bar and is admitted to practice before the Supreme Court of Appeals of West Virginia as well as the U.S. District Court for the Southern District of West Virginia. Libby currently resides in South Charleston with her husband, two daughters, and a neurotic whippet/labrador mix named Jazz.
